Mediation and dialogue would be the best way to enforce the UN resolution on the situation in Libya, China's Vice Minister of Foreign Affairs Fu Ying told Novinite.com (Sofia News Agency) in an exclusive interview.
As major Western powers have launched UN-mandated strikes against Libya's regime of Muammar Gaddafi in the past few days, China has declared its official position that it regrets the military action.
"When the UN Security Council voted on Resolution 1973 concerning Libya, China abstained because it's been our long-standing position that we are not in favor of using arms for solving international issues, let alone for trying to solve the domestic issues of other countries. We believe the Security Council should abide by the UN Charter, which respects sovereignty, territorial integrity, and independence of states. Still, we did not block the resolution because we understand that the Arab League and the African Union has strongly concerns about the situation in Libya," Vice Minister Fu commented.
China's Vice Foreign Minister said that comparing the current military intervention in Libya with other military interventions by international coalitions in the past 20 years – such as Iraq in 1991, Kosovo in 1999, Afghanistan in 2001, and Iraq in 2003 - is risky but she believes that there must be a way to avoid military action, and that solutions involving hard power tend to have negative implications by potentially opening a Pandora's Box of local issues.
"We don't have an international government so trying to decide for other countries is always dangerous. The people of those countries should be trusted to sort things out. Even European countries had turbulent periods at some stage of their history. We should trust the people," Fu stated.
