Bulgaria will reopen its national emissions trading registry on March 4, the European Commission announced after determining that security procedures have been improved.

Registries for carbon dioxide allowances in Ireland and Norway will also begin functioning again on Friday.

"The three countries have given reasonable assurances that the minimum security requirements are in place. This will bring to 13 the number of registries that will have resumed normal operations," the Commission said in a statement.

Carbon trading markets were closed after cyber attacks on the system on January 19. Brussels urged national carbon registries to beef up their IT security systems, but upset traders by declining to publicly reveal the minimum standards now required.

Registries in Belgium, Estonia, France, Germany, Luxembourg, the Netherlands, Portugal, Slovakia, Spain, and the UK have already resumed operations.

The Commission said it will continue to provide updates on the situation and will announce the planned re-activation of each national registry 24 hours in advance.
