The newly established Center for Prevention of Organized Crime and Corruption (BORKOR) will cost the Bulgarian state budget BGN 2 M per year, according to the unit's head, Rumen Milanov.

"The project for BORKOR began implementing during the previous government. This is a new approach, which has not been implemented in Bulgaria. The work technology is following a German method, which we need to adapt," Milanov said Sunday in an interview for the Bulgarian National Radio.

In the same interview, Rolf Schlotterer, adviser to Interior Minister Tsvetan Tsvetanov, said that the unit will have a primarily analytical function.

"The center will develop measures. We are not an operational unit and our activities will not overlap with the activities of other agencies," he said.

In his words, the project will be financed mainly by the Bulgarian state budget, but it might also receive a financial support from other countries and European social funds.

"The problem with corruption is diverse. Generally speaking, the separate systems in the administrative management generate a system of corruption. When analyzed in detail, we see that corruption appears when there is an opportunity for it," Schlotterer said.

He has added that in his opinion, the risks of detecting corruption in Bulgaria are very few.

"If you see the index, Bulgaria ranks last in terms of corruption and when this situation changes, Bulgaria would be able to have processes that exist in other European countries," Schlotterer said.

According to Tsvetanov's adviser, the German method, which is to be followed by BORKOR, provides tools for complex solutions.

"This model was made by the German government and all state institutions in Germany apply it. Bulgaria has been depending for a long time on support from international institutions and foreign experts. It is the same in this case," Schlotterer said.
