The Council for European Affairs adopted Monday a National reform program of Bulgaria for the period 2010-2013, the Deputy Finance Minister, Boryana Pencheva, has announced.
This is the basic document, which will help with the realization of the Europe 2020 strategy. It includes analysis of what is preventing Bulgaria to reach the average European level.
The document points out the need of increasing the efficiency of public expenses, the need for a stable financial sector, the need for improvement of the administrative capacity and the quality of education.
Under the program, Bulgaria will begin active labor market policies, administrative procedures will be facilitated and electronic management will be guaranteed.
Bulgaria will also invest in broadband Internet and will work on reforms in the higher education and on preventing early dropping out of school.
Better infrastructure and youth competitiveness will be among the country’s priorities. Measures will be taken for providing employment to 20% of the unemployed youths within a new program, which will be coordinated with the Labor Ministry and will be called “New Start.”
The implementation of the program will be monitored by the Finance Minister, who will report on its execution every three months.
The document will be sent to Brussels by November 12.
On Monday, members of the Council approved the Bulgarian position on the meeting of the EU Council on Justice and Home Affairs, which will take place on November 8-9.
The directive for a European investigation order, whose co-sponsor in Bulgaria, is expected to be discussed at the meeting.
The order will be a unified tool that will replace all the fragmented tools in the investigation. The main questions that will be discussed concerns the competent authorities, which will have the power to issue the European investigation order.
In Bulgaria, during the pre-trial phase, the Prosecutor’s Office will have the power, while during the trial phase only the court will be empowered to issue the order.
The actions and collected evidence, as a result of the order, will be immediately recognized in the other EU member states.
A new approach and methodology for combating organized crime will also be discussed at the meeting.
