Mihail Zortev will replace Ivan Milanov as Bulgaria’s new Deputy Health Minister, the ministry has announced.

“I am very grateful to Prof. Milanov for the work he has done so far and I hope that I will be able to count on his expert help in the future,” said Stefan Konstantinov, Health Minister.

Ivan Milanov has announced his resignation on Friday. He was appointed by former Health Minister Anna-Maria Borisova, who resigned in September amidst heated public debates on the fate of health care reforms in the country.

Currently, Zortev is the Director of the Multiprofile Hospital for Active Treatment “N.Vasilev” in the Bulgarian town of Kyustendil and Chair of the National Association of District Hospitals.

Before being appointed as Health Minister, StefanKonstantinov was working in the same hospital in Kyustendil and was a member of the Board of Directors.

In April, Zortev was considered as possible deputy to the first health minister from the current cabinet, Bozhidar Nanev, who resigned in the end of March over a conflict of interest investigation.

Bulgaria’s health care system has been having many problems for years – understaffing, supply storages, braindrain, bribes to doctors and nurses to ensure better treatment, high debts and chronic lack of money.

These same problems and the “failure of its police in health care” by the government of the center-right GERB party have caused country-wide protests of physicians and the recent no-confidence vote against the cabinet, initiated by the two major opposition formations – the Socialist Party (BSP) and the ethnic Turkish party DPS.
