The Bulgarian Industrial Association has suggested that people should receive certificates for their knowledge in the spheres of their hobbies.

The idea has been included in the proposed amendments to the Professional Education Act, which will be discussed in the next Parliamentary session.

The people who want to receive a certificate in a certain field will have to take an exam in a specialized institution for knowledge and abilities, which have not been received through a specialized training.

Daniela Simidchieva, head of the Center for Professional Education to the Employers Organization, has presented the results from a survey on professional education.

The main conclusion from the survey is that there is a huge imbalance between the demand of the business for qualified work force and the supply of such on the labor market.

Simidchieva has stated that the biggest deficit is recorded in the health system and in the technical fields.

“A big part of the people with university and high school diplomas have immigrated, in order to receive better payment. The education does not know what the business need and the business cannot affect the education,” she said.

According to the newly proposed amendments to the Professional Education Act, people will have the opportunity to validate a professional education by receiving a certificate for knowledges that they have not gained in the university or another specialized institutions.

“People can go to museums, for example, or watch documentaries. By doing their hobbies, they can become competent and they can validate and materialize their knowledges through that system,” Simidchieva said.
