Ukraine Eyes Nuclear Reactor Deal with Bulgaria Amid Energy Crisis

The EP Environment Committee rejected a report of a Greens MEP demanding additional conditions on nuclear decommissioning aid allocated to Bulgaria.
The report drafted by the Greens MEP from Germany, Rebecca Harms, demanded that the granting of EUR 300 M by the EU as a compensation for the closure of reactors 1-4 of the Bulgarian Nuclear Power Plant Kozloduy be made conditional on the construction of a nuclear waste depot in Bulgaria.
The other condition put forth by the German MEP was the use of the entire decommissioning aid solely for the putting out of exploitation of the four 440 MW reactors of the Kozloduy NPP.
The Bulgarian authorities intend to use EUR 120 M from the total decommissioning aid in order to fund renewable energy and energy efficiency projects.
The EP committees on budget and energy are also due to consider the proposal of the German MEP Rebecca Harms but they are not likely to support her demands, analysts say.
Bulgaria’s is expected to get access to the EUR 300 M of additional decommissioning aid in June 2010 at latest.
The EUR 300 M in question were negotiated in September 2009 by the Borisov government and the European Commission, in addition to the compensation that Bulgaria had already received since 2000 because it agreed to shut down four of its six nuclear reactors over EU’s safety concerns.
