Bulgaria state prosecutors have launched a complete investigation of contracts worth over BGN 2 B approved by the previous, socialist government.

They will examine 150 contracts formalized by 13 government ministries, all from the time of the triple coalition. The prosecutors will be searching for any proof of violations of the Budget Law.

Pre-trial proceedings began some five days ago. At the present stage, the investigation is not targeting individuals, but is aimed at ministers, their deputies, and the heads of state agencies.

Two weeks ago, Bulgarian PM Boyko Borisov had ordered the complete list of contracts signed by the previous, Stanishev government, that either did not have necessary funding support or were signed in violation of the Public Procurement Act, to be released to the investigators.

The dossier included contracts worth up to BGN 2,15 B, of which BGN 1,3 B was attributed to three governmental departments - the Defense and Regional Development Ministries, and the Road Infrastructure Agency.

The two principal means for breaking budget laws were the transfer of funds from one project to another to allow faster spending, and the signing of large contracts without the mandatory permission of the Bulgarian National Assembly.
