Borissov Debunks Impeachment, Rejects President's Political Role

Bulgaria Socialist President Georgi Parvanov has publicly commented on the moves to impeach him, calling them "unprecedented".
The President has visited the south west Bulgarian town of Petrich, to commemorate Palm Sunday and the town’s 20th Festival of Flowers.
"The request for impeachment is the only real anti-crisis measure of the government, for which the four-party coalition leaders ought to be the most pleased," he remarked.
"The government has long abdicated anti-crisis measures," added the President.
Parvanov declined to comment on the reasons for the request for his impeachment.
"I have instructed my legal team to check them, and I can comment only when the results become clear. But I admit that this is a precedent in the history of the institution. At least from the time when I became President, I do not remember such a case," he stated.
The President, however, remarked on the controversial amendment to the Law on Drug Control that was issued in the Official State Gazette without the MPs having voted it and without the President having issued a statutory constitutional decree.
"In this case, regarding the Law on Drugs, it is not only that the President was "leapt over" regarding one version, which substantially changes the law, but it is Parliament itself that was "leapt over". Such changes cannot come into effect without a plenary vote," Parvanov said.
"The case, I believe, can be construed as a violation of the Constitution," he added, expressing his hope that the matter would be promptly resolved.
