The Sofia Prosecutor's Office has already started pre-trial procedures in regard to the crashed elevator at the "Mother House".
The elevator, which had 12 occupants at the time, including 9 pregnant women, plunged down several floor levels on March 2 when a supporting cable broke.
The preliminary prosecution case is directed against an unknown perpetrator of medium or mild injury by reason of negligence. There is currently no evidence to suggest any that particular individual at the maternity home has shown negligence in his or her duties.
A technical examination of the elevator is also under way, to establish precisely what caused the incident. There is speculation that the elevator may have been over-loaded.
All 12 occupants of the elevator at the time of the incident have been questioned.
Three of the pregnant women and the midwife who were taken to Pirogov Hospital for treatment are in a satisfactory condition, according to Dr Valentin Kanev, Pirogov’s head of Traumatology.
One of the women gave birth on Wednesday, without experiencing problems. The other women are expected to be released from hospital within days.
