The nomination of Rosen Plevneliev, Regional Devt Minister in the Borisov Cabinet, to run for President by the GERB party is: good news because Plevneliev is a popular technocrat with great credentials.    53 votes.   bad news because if elected he will be a sheer figurehead for Borisov in the Presidency.    72 votes.   no big deal because the Bulgarian Presidency hardly matters as an institution.    37 votes.
