The corruption known as "balkan disease" originates from Ottoman Empire and affected every country which was under their rule. I come to Bulgaria almost every summer and I can see progress in fighting this problem but still a lot needs to be done. BTW, I am not Bulgarian, I am Polish and I am writing from Warsaw. In Poland we used to have big problems with corruption following the collapse of communism but after so-called "Rywin Affair" in 2002, after which the post-communist socialdemocrats lost power forever, the situation cleared out and standards comparable to the north/west of Europe were reached.

I disagree that there is something like "nation's nature". Corruption evolves where it can find a "friendly environment". Should the English police had been underpaid for a long time like the Bulgarian, the corruption would be the fact also there. Although the UK is known for it's high level of legal culture one needs to say that it was achieved throughout the centuries of uinterrupted evolution. Bulgaria was occupied by Ottoman Turkey for 400 years, in that time the law meant a measure to control the occupied society. And this society hated the invaders and their regulations. The respect for law must go ahead with people's understanding that the law truly represents what they find just and what they need to live a better life.

C`mon to infer that a lot if not most police in Bulgaria are corrupt is just totally slanderous, there are a hell of a lot of police if not most ,who although poorly paid are as clean of corruption and do their job to the best of their ability.
I doubt that any police force in the world is totally clean ,a few bad apples are in every barrel as we all are aware.

Pro rata our police are also paid a low salary. The big difference and I mean this! Bulgarians are corrupt by nature. English Police (in general) are not. I would not dream of offering an English Police officer a bribe for a speeding offence. If I tried that I would end up in prison. So your argument valid but please think about what I have said
If the Bulgarian government PAID AND PROVIDED A PROPER PENSION FOR POLICE OFFICERS as is Normal in other EU countries then the Police may not rely so much on HAND OUTS from outside lets say the legal system.
I f they made it all most impossible to be worth accepting money from anyone even for a simple traffic offence then a lot more of the Criminals would be in courts ,fined jailed and the country a better place to live.
Also it should fall in line that any police officer /official working within the police were to be found TAKING MONEY OR GIFTS THEY WOULD BE DISMISSED WITHOUT SALARY OR PENSION .I would go further that anyone found to be involved should have their PASSPORT CANCELLED therefore not allowing them the ability to travel and collect the money they may gave moved outside of the country and all EU countries banks should comply by freezing accounts and all funds returned to Bulgaria as criminal assets .
