Bulgaria Foreign Affairs Minister, Rumiana Jeleva, stated Monday that Bulgaria has permission to construct Belene Nuclear Power Plant from the European Commission.
Jeleva, speaking after her participation in the “Energy Diplomacy and the EU Integrated Policy for Energy and Climate Change” conference in Sofia, said that “the one positive thing regarding the existing permission for constructing Belene NPP, is that there is such a thing.”
Regarding the pipeline Burgas-Alexandropolis natural gas pipeline Jeleva pointed out that there is new impetus to speak about the project, “especially after meeting of PM Borisov with our Greek partners.” It became clear, she said that the new Greek Government has the same environmental and the technological concerns as Bulgaria about implementing the project....
There is no permission necessary from the European Commission and the Commission has never given 'permission'. The European Commission only gave its *opinion* under Euratom art. 41 to 43. This opinion is largely unknown, because Bulgaria has never given consent to publish the full text. What was published, shows that the Commission was deceived with false information concerning seismic risks. It is therefore difficult to know whether the opinion contains conditions, like the Commission for instance also did for the Slovak Mochovce NPP. Maybe the GERB government can give full consent for publication?
Mrs. Jeleva should do her homework instead of issuing such silly statements and participating in dance shows.
EU Commission recommended the construction of Belene already in 2007 according to the requirements of Art. 41 to 44 EURATOM Treaty. Also in 2007 the EUR Certificate (European Utility Requirements) for Belene was issued by the EU. Or is she really trying to sell to the public that it was her government who achieved this? People are not that stupid!
