The USSR was a country of 15 states joined Russia on their free will or annexed by force in course of the history . Every of the states had its goverment , relative structures and contributed a lot to the USSR budget . The problem is that Russia , as the former USSR successor , does not recognize ANY claims of other states for the USSR property located not only abroad but in Russia as well ...

Hence , each of other 14 states has a right to claim its share of the tobacco company . If it works , the countries like France , Germany , Belgium and UK might also reclaim the property to have been nationalized by communists after 1917 in Russia ...

Legally Russia is successor of USSR as Moskow was the capital of USSR.

Therefore Russia would have an LEGITIMATE CLAIM against BG ,if Bulgartabak

realy belonged to it.
