The Committee on Budgetary Control of the European Parliament is preparing a report on Bulgaria, which accounts for the country's macroeconomic stability, the Darik Radio reported Sunday.
The draft report is based on a visit to Bulgaria by a delegation of the Committee between September 28 and October 1, which was led by its Deputy Chair Nils Lundgren. The delegation inspected EU funded projects.
The draft report will be discussed at a committee meeting on November 4, and must be ready by November 7.
Together with Bulgaria's macroeconomic stability, the draft also emphasizes the country's low unemployment rate, and the positive attitude and decisiveness of the Bulgarian authorities to tackle the urgent issues.
The report points out, however, that the results of this political will were still to be seen as the implementation of legal measures and the issuing of sentences on key corruption cases were still be happen.
The draft underscores that the main problematic area had to do with public procurement procedures where there was the highest risk of corruption and conflict of interests.
Another important problem in Bulgaria is the lack of sufficient administrative capacity to inspect all projects and their documentation, the insufficient number of trained specialists, and the inadequate experience and capacities of the administrative staff.
One of the key recommendations of the draft report was that Bulgaria should be encouraged to continue with the recently started structure reforms in the judicial system in order to boost the control over the spending of EU money in the country.
