BAN ON VIP TERMINAL PROJECT FINANCING VIOLATED

A day before outgoing Finance Minister M. Radev banned the financing for all auxiliary investment projects, the Ministry of Transport and Telecommunications transferred a BGN 2 M for the completion of the government VIP terminal at the Sofia Airport. The VIP terminal was among the projects, which the economic team of the new parliamentary majority of the King`s movement urged the outgoing cabinet to freeze. The Sofia Airport government VIP project is famous for its scandals. The current contractor, Transproekt, signed a contract with the Ministry of Transport without fixing a total price but still the two parties agreed to a 60% advance payment. The amount of BGN 2 M transferred was part of the first advance payment to Transproekt. Another contender for the project, Danlex, challenged the contract in court, which effectively had to freeze its financing. A total of BGN 4 M were paid to a former contractor that launched the reconstruction of the VIP terminal. Due to a
substantial delay in the project schedule, the Ministry annulled the contract and announced a new tender won by Transproekt. The total budget for the reconstruction of the VIP terminal has been set at BGN 12.2 M.
