VLADIMIR KVINT: GRANT AMNESTY TO CAPITALS

According to US newspapers all predictions of Prof. Vladimir Kvint turn out to be true with threatening accurateness. On October 28, 1990 he says in the `New York Times` that in 1992 the state named the USSR will cease its existence. In 1998 he wrote in the `Forbes` magazine that Eltsin will resign before the time. `In both cases the reason was entirely the economic analysis,` says Prof. Kvint. For some years Prof. Kvint has engaged himself in studying the countries of South Eastern Europe, specifically Albania and Bulgaria. `Several years ago I predicted the return of the King of Bulgaria into his motherland. The point is that I have been for several years an economic adviser of the King and constantly travel to Sofia,` Prof. Kvint says. To him, the King takes the decisions himself. Prof. Kvint also thinks that there are several things in Bulgaria which should be decided in order to make better the life of ordinary people `The first thing is the draining of capitals. Bulgarians who had placed their money in abroad fear to bring it back afraid of being prosecuted by the authorities. But without this money Bulgaria will find herself hard to recover. Secondly, it is imperative to raise the level of the economic freedom. For example, to get a license in Bulgaria for key making takes you at least 6 months. Bulgarians must turn up down the economic pyramid - instead of the macro-economics they should pay attention of the ordinary people. Then the macro-economic indexes will jump up too,` Prof. Kvint advises. Both in Bulgaria and Russia the key problem is the economic amnesty, the prominent economist thinks. `Moreover the people who have money are afraid of putting it into the banks, because the are no savings protection laws. The people are simply afraid to trust their money to the banks. The credit cards should have been massively introduced long time ago as well as long time ago the functions of the central banks should have been changed. This is what must be done first,` Prof. Kvint says.
