US, Russia Begin Talks on Anti-missile Shield

US Secretary of State Condoleezza Rice arrived in Moscow for talks on Washington's plans to deploy a missile defence system in Europe, which have heightened tensions with Russia, who sees it as a threat to its own security.

The US plans to place radars in the Czech Republic and interceptors in Poland, ostensibly to be used in a shield against rogue states, such as Iran.

Russian president Vladimir Putin has countered with a proposal for joint operation of a radar base built in the 1980s in Azerbaijan, which shares a border with Iran.

Rice and Defence Secretary Robert Gates will meet with their Russian counterparts, Foreign Minister Sergei Lavrov and Defence Minister Anatoly Serdyukov, to discuss the proposal, but so far Washington has shown no signs of backing down.

The talks could also touch on the issue of the Strategic Arms Reduction Treaty (START) on nuclear weapons, which expires in 2009, while Rice will also meet Putin in an attempt to garner Russia's support for tougher sanctions against Iran.

The US administration believes Tehran is pursuing the goal of acquiring nuclear weapons, while Moscow has so far maintained that there is no proof of that.
