Palestinian President Yasser Arafat announced on Thursday he was ready to implement an immediate, unconditional cease-fire but Israel said it wanted actions not words. Arafat told a news conference in the West Bank city of Ramallah he had informed U.S. envoy Anthony Zinni of his decision. "I assert our readiness to implement an immediate cease-fire as we have informed General Zinni," he said. Arafat made his remarks as Israel mulled a tough military response to a Palestinian suicide bombing which killed 20 Israelis and injured more than 100 celebrating the Jewish Passover holiday in the Israeli city of Netanya on Wednesday. Raanan Gissin, spokesman for Israeli Prime Minister Ariel Sharon, said in response to Arafat's announcement that Israel was "fed up with declarations and wants to see actions."
