Bulgarian Prosecutors To Probe Belene N-plant
The municipal council in the town of Svishtov asked in April Bulgaria's chief prosecutor Boris Velchev and ombudsman Ginyo Ganev to look into the way USD 8 M, allocated for the study, were spent.
The report is not based on any on-the-ground fact checking by Bulgarian firm GCR, picked by Belene's engineering project manager Worley Parsons to carry out the feasibility study, Svishtov councilors claim.
Each page of the report cost Bulgarian taxpayers USD 4.700, without any actual work going into it, said Andrey Zahariev, the chair of the Svishtov municipal council.
The councilors will offer prosecutors all the information regarding the alleged wrongdoings, compiled by local environmental organizations, Zahariev added.
Russia's Atomstroyexport landed last year the deal to build two 1000 MW nuclear reactors at Belene, with the total cost of the project is estimated at close to EUR 2 B.

Any article which begins with the words "Bulgarian Prosecutors will investigate...." should cause us to pause for a moment to allow a certain inevitable sinking feeling to pass.
Having been following the story of the theft of most of the pre-accession funding, we now know how this particular scam works. It is like this:- criminals infiltrate organisations and corrupt someone who will pay their invoice and sign their cheque. They then offer services as "consultants" and produce a written report.
It does not matter what you call it.... "management strategy"," feasibility study" , "logistics overview", "risk analysis".... whatevever. It is all low-level stuff written by a low level student. (That is to say, as an A-level essay it would be fine but in the harsh/real world of commerce it is worth absolutely nothing). Organised crime then sends the report into the organisation with an invoice for (what was it again, BGN 5000 per page). I could do one for less and save the State money!
I don't see the problem; you wanted a report and you got one. Clearly no crime has been committed. Boris should give up on this one and move on.... I am sorry but Bulgaria might as well give out the acquittals before the crime is committed!! You are, as a nation, hopeless at criminal justice... just hopeless.
