VETO ON BRADY BOND SWAP TO BE DECIDED IN DAYS

No later than March 19 President Parvanov will decide whether to impose veto on the Act on foreign debt restructuring, which the Parliament approved March 13. This transpired after his consultations with key experts on Bulgaria's external debt. Among them were representatives of the Finance Ministry, bankers, MPs and lawyers. The discussion on foreign debt restructuring is being held post-factum, the experts commented at the working meeting, adding that it was also very positive. Deputy Finance Minister Krassimir Katev said that the Finance Ministry has already prepared a strategy on foreign debt restructuring. The document is not being made public since the operation is partly confidential. The President’s decision was prompted by the open letter of former Prime Minister Ivan Kostov to Prime Minister Saxe-Coburg in which he insisted that the act on foreign debt restructuring be stopped. On March 13, the majority approved the proposal of the Finance Ministry for Bulgaria’s foreign debt restructuring, according to which the exchange of part of Bulgaria's Brady bonds with new Eurobonds will result in net nominal reduction of Bulgaria's foreign debt of between USD 100 M and USD 125 M, some 8-10 %. Later the parliamentary group of the United Democratic Forces demanded that President Parvanov veto the Act.
