European leaders are starting their final day of talks on economic streamlining in confident mood, with hosts Spain expressing optimism that an agreement will be reached on Saturday. Spanish Foreign Minister Josep Pique said the European Union leaders, meeting in Barcelona for a two-day summit, were on target to achieve a consensus on deregulation of energy, transport and financial markets across the EU. The aim is to transform the EU economy into the most competitive in the world by 2010, but some member countries have been resisting full liberalisation, fearing it may lead to less favourable employment conditions.
