“None of the candidates fully meets the Pact’s standards,” Nicholas Burns, US Resident Representative in NATO told Bulgaria’s Foreign Minister Passy. According to the NATO official, the months till the summit in Prague should be utilized as efficiently as possible. The basic criteria according to which the candidate states will be assessed will be: stable democracy, state of rule, reformed and efficient armed forces, Burns explained. The lack of corruption and the control over the arms trade will also be taken into consideration. According to Burns during the last months Bulgaria has made several very good decisions. Passy pointed out that there is consensus in Bulgaria for the destruction of the SS-23 missiles and for the sending of Bulgarian troops to Afghanistan. The visit of Burns to Bulgaria was the first one in a series of visits to all nine NATO candidate states.
