EC CONSIDERS SAPARD LAUNCH IN BULGARIA SUCCESSFUL

The European Commission describes as successful the launch of the SAPARD program in Bulgaria, BBC reported. Two special programs were launched in 2001 by the EC, which aim to prepare the EU aspirants in using the agricultural, regional and structural fund of the EU, when they gain access to them. According to the report unlike Bulgaria - Poland, Romania and Hungary still experience grave difficulties and most probably they will not manage to set up national agencies for SAPARD administration before spring. The other EU program for the candidate countries – ISPA – for transport and environmental projects – is said to be realized even more successfully in Bulgaria. For the last two years the European Commission has approved a total of 169 projects and earmarked USD 4 BLN for them. Only USD 200 M has been releases so far. EU officials attribute this to the nature of the projects, whose construction takes too much time.
