Bulgaria's Initiative Against Corruption, Rumen Petkov's Speech.

Thank you Rumen Petkov for explaining that the current initiative on corruption has nothing to do with European accession. I am a naive chap and I would like to believe you but for a couple a small things that are are praying on my mind.

I am aware of the serious and distinguished history that the modern Bulgaria has in fighting corruption. Distinguished that is by the disnonesty and total cynicism of those who took part. After all it has attended every international conference on the subject, been a signatory to every treaty and adopted every protocol. That is 17 years of total hypocrisy by you and your predecessors.

As I understand there is no possbility under the present legal system for any corrupt official to be convicted on the strength of a tipoff to the confidential hotline. So are these tipoffs being followed up by serious investigation?

I, for one doubt it and so do the hundreds of thousands of disillusioned and disaffected young people who will queue for weeks if necessary to get a work permit and visa for Western Europe after 1st January.

They all know that Bulgaria is drowning in a sea of terminal greed and corruption.

We all know that nothing changes at the working level.

The present initiative will be as successful as its predecessors and is every bit as sincere.

This is just a PR stunt for the benefit of the European Commission. It is only lip service, just window dressing to a problem that you do not have the resolve or the integrity to tackle for real.
