The doors of the Alliance must remain open, Foreign Minister Passy pointed out in his lecture “NATO’s enlargement role in anti-terror war – global and regional dimensions”. He said that after the September 11 events, NATO should change its prospect and the number of its members as an answer to the terror war. He stressed that during the Kosovo crisis and after September 11 Bulgaria was among the most active of the membership candidates and acted as a de-facto member of the Alliance. The consensus with which all decisions for Bulgarian participation in anti-terror war have been taken was underscored in his speech.

Commenting on Bulgaria's accomplishments on the road to NATO and the changes in its domestic policy after 1990, he said that Bulgaria has a unique role in the Balkans as a source of stability. He expressed the opinion that NATO entry will bring to an end this process quite naturally.

Answering questions from the audience, Minister Passy spoke about the situation in the Balkans and about infrastructure projects as a shortcut to stability and security in the region. "NATO, Terrorism and the New World Order" is the topic of the forum, held in the town of Grantham some 200 km north of London. Among the participants are leading figures in the Atlantic circles and members of the British political elite.
