At least 12 people, including several Port Authority employees, have been charged with stealing money intended for victims of the September 11 attacks on the World Trade Center, a spokeswoman for the Manhattan district attorney said. Most were posing as victims of the attacks, spokeswoman Barbara Thompson said. They tried to obtain money from the Federal Emergency Management Agency and the American Red Cross, she said. She declined to say how much was stolen or to specify the charges.
