The new Bulgarian President Georgi Parvanov signed three decrees on his first working day. Parvanov decreed that the vice president can exercise the president's right to pardon, grant Bulgarian citizenship and refugee asylum; to appoint office holders in pursuance of the laws on the Foreign Aid Agency, on expatriate Bulgarians and on access to the records of the former state security and the former intelligence directorate of the General Staff. Parvanov also signed a decree on the rules of organization of the presidential administration. Parvanov also decreed the appointment of Krasimir Stoyanov as presidential chief secretary.
