Sofia Defies Brussels over Constitution Changes

The amendments to Bulgaria's Constitution, which triggered negative reactions from Brussels, will be adopted nearly unchanged by March 30.

The news emerged after a meeting of representatives of the ruling majority Coalition for Bulgaria, Simeon II National Movement (SIINM), ethnic Turks' party Movement for Rights and Freedoms (MRF) and Euro-integration Minister Meglena Kuneva.

European Commission experts proposed a day earlier the enforcement of a safeguard clause for Bulgaria in the justice and home affairs field. Brussels objects to the increased competence of the executive power against that of the judiciary, as envisaged by constitutional amendments adopted by parliament at second reading.

"We believe there are considerable problems in the implementation of the laws and therefore we are looking for the support of all institutions," the ruling majority declared.

"I am convinced that the MPs will do their best and will improve the accountancy of the judicial system," Minister Kuneva underlined.

Just a day earlier the Socialists slammed as "scandalous" the minister's statement, which made clear that European experts object to virtually all constitutional amendments dealing with the judiciary. The leftists cried out that Kuneva should have brought the document to Parliament first and suspected her of making a one-sided judgment, inspired by rightist hardliners Democrats for Strong Bulgaria.

On Thursday, surprisingly, the tone of communication among the ruling coalition partners had considerably softened and the crisis seemed to have been overcome.

Following Brussels' negative report, Bulgaria's parliament faced an impasse, as the amendments can be put to the vote only "en block" at the third reading.
