Bulgaria may move towards re-negotiating of the closure of its nuclear power plant, according to a national observer to the European Parliament.

Resettlement of the engagement to close units 3 and 4 of Kozloduy by the end of 2006 could be achieved, if the EU adopts two new financial framework instruments, MP Lidia Shuleva said.

Next Tuesday, March 21, Brussels will host a trilateral meeting of the Council of Ministers, the Commission and the Parliament to resume talks on the Union's budget for 2007-2013.

The EU's legislature in Strasbourg rejected the draft budget insisting that sufficient financing is allocated to some of the bloc's primary policies, such as the enlargement.

One of the instruments suggested by the EP, Shuleva explained, provides for regular revision of the financial framework to allow for redistribution of unused funds. It is seen to become effective in 2009.

Lidia Shuleva added Bulgaria would be able to insist on equal treatment with other EU states, such as Slovakia and Lithuania, where nuclear-closure compensations will be slated until 2013, unlike Bulgaria's term of 2009.
