Lock, Stock and Barrel

Q: Why are mobsters killing each other?

A: пїЅCause organized crime is reorganizing itself.

This little Q&A joke was popular back in the early пїЅ90s when thugs of various sorts began sprouting on Bulgaria's, so to say, largely virgin crime scenery. Yet here we are today, facing the joke that has become a reality.

The problem is hanging over the country and its Trinity of a ruling coalition with all its might. On Thursday the number of turf war victims went up by yet another one. Thus, the establishment of a steady increase rate since the initiation of Socialist Sergey Stanishev and his crew into state power was marked.

That is not to say that Bulgarian authorities have remained impartial observers to the war of the thugs. The scores of police raids and arrests the capital Sofia and some of the larger cities recently witnessed, ended up with a couple of significant results. Among these are: keeping behind bars two notorious brothers charged with plotting three murders, confiscating the property of an underworld figure of alleged noble origins and detaining for 24 hours a route taxi driver, who shot with a gas pistol at a couple of passengers.

The latter, I reckon, is not a representative of large-scale organized crime. Still, any effort on the part of Bulgaria's guardian angels should be appreciated in order not to discourage them on the tricky mission of enforcing law and order.

Back on topic, if organized crime is taking steps to reorganize itself, it seems rather logical that state powers should do the same in order to ensure greater productivity and better results. Or, put in a more detailed manner, the adoption a new set of measures is needed to help all three levels of power-the legislative, judiciary and executive authorities-perform more effectively their duties.

Because what Bulgaria needs in order to fight organized crime is a thoroughly integrated approach rather than a number of sporadic acts implemented each time someone big gets killed.

In order for such an approach to emerge, the state has to take the matter lock, stock and barrel.
