Bulgaria and Romania are most likely be acceded to the EU in 2007 since these two countries will not be able to meet all membership requirements and sign an agreement by late 2002, Lord Hannigfield, member of the EU Committee for the Regions (CR) said. He attended the conference on the role of Bulgarian municipalities in Euro-integration, held in Sofia. In his view, Bulgaria made a huge progress in Euro-integration in the past 12 months but that will not be enough to catch up by late 2002. He said that the operation of the Bulgarian judicial system and public administration should be improved. “If Bulgaria closes all acquis communautaire chapters and completes the reforms, it could be acceded with the first wave of countries,” Hanningfield said.
