WORLD BANK: CUSTOMS LEGISLATIONS IS TOO COMPLICATED

Cargo transit through the territories of neighbouring countries is the biggest problem of domestic forwarding companies, a research by the World Bank shows.

German consultant Plan-Consult was hired in the fall of 2001 to survey forwarding companies in Bulgaria, Albania, Macedonia, Bosnia and Herzegovina, Croatia and Romania. The
survey may start to be taken regularly and could encompass freight-forwarders from Yugoslavia and Moldova as well, Plan-Consult said. In Bulgaria, the survey questionnaire was filled out by representatives of the 10 biggest domestic freight-forwarders.

Data from the survey shows that the domestic customs legislation is very complicated. The rules in the customs are ambiguous and subjective. The working schedules of the various border control services are not coordinated.
