The Cabinet approved the Asylum and Refugees Bill on December 6. Under the bill refugees in Bulgaria are divided into four subgroups. The first group are granted refugees asylum by the President. The humanitarian and refugees status will remain. They are granted in cases of political and religious persecution. The fourth type of status is introduced for the first time in Bulgaria. It is granted at the suggestion of the State Refugee Agency when groups of refugees cross the border. The status provides for temporary protection and is to be approved by the Cabinet. The Bill envisages the present Refugee Agency to turn into State Refugee Agency. It is to be funded by the state budget, its headquarters will be in Sofia with divisions in the country. The Bill also provides for the improvement of the procedure for granting refugees status. The Bill is an integral part of the process of harmonizing Bulgarian with European legislation. It expresses Bulgaria’s position in the EU negotiations on Chapter 24 “Justice and Home Affairs”.
