The lay-offs in the Bulgarian armed forces will be made in 2002 and 2003, instead of in 2004 as envisaged by Plan 2004, Defense Minister Svinarov announced. According to the minister, lay-offs delay will lead to decrease of motivation in the army. “ Everybody should have an idea what will take place in his/her life and that is why there’s no point in delaying the execution of these important changes, considering that there is a political decision and resources for its implementation exist,” Svinarov reiterated. He clarified that on November 30 an actualization of Plan 2004 for the military reform was tabled in the Council of Ministers and that it is expected to be approved in ten days. in Ruse on November 30. Svinarov and Pascu said that both Romania and Bulgaria are ready to provide humanitarian aid to the people of Afghanistan.
