The Bulgarian Defence Minister and Foreign Minister will set up a coordination centre for the implementation of Bulgaria's obligations in support of the “Enduring Freedom” operation. Experts of the Defense, Interior, Foreign, Transport and Finance ministries will be presented in the center. The Cabinet granted to the United States permit for passage of personnel and equipment participating in Operation Enduring Freedom on November 22 in line with the agreement on US troops overflight, passage and staying at Bulgarian territory. The first planes are expected to land in Burgas on November 23. There will be a brief official ceremony when they land. One of the planes will be flying from the United Kingdom and will stop in Sofia at 11:00 am to get several officials, including Foreign Minister Solomon Passy and Air Force Chief of Staff General Popov. Meanwhile a group of transport planes will be expected at Burgas airport from Greece. The planes are designed to carry fuel, bought from Burgas's LUKOil Neftochim oil refinery.
