The project of power plant construction in Belene and the options for building up national nuclear capacities constitute classified information.

The Belene nuke project was tabled for public discussion last week but the document was not disclosed as including confidential issues.

According to Energy Minister Milko Kovachev, the state-owned National Electricity Company (NEC) faced a U-turn in planning national energy capacity two years ago when the EU pressed for decommissioning Kozloduy's units 3 and 4.

It was then that the project of Bulgaria's second power plant was classified as confidential.

The Belene nuclear plant construction was officially resumed last week after being stalled for more than two years. The government hopes to see it finished till end of 2010.
