`Bulgaria introduces unilaterally the most relaxed visa regulations for tourists from Russia and Ukraine,` the Economy Ministry announced on October 26. Visa applicants need to submit at the consular office a copy of the Russian or Ukrainian tour operator's licence, a copy of the licence of the receiving tour operator and a copy of the voucher of the Russian or Ukrainian tour operator, plus a tourist voucher for prepaid services, an insurance policy, a referral for medical treatment and a two-way ticket. The documents will be processed at the consular offices up to seven days after they have been submitted. For last minute travels, which start in less than seven days, visas will be issued in 24 hours. `Currently, the mechanism of issuing visas for non-organized tourists is being discussed,` the Economy Ministry press release reads. The Bulgarian Economy Ministry and Foreign Ministry are prepared to open temporary consular offices in Russia and Ukraine during the tourist season. Their location and working hours will be coordinated with the involved organizations so as to meet tourists' needs as fully as possible.
