ELECTRONIC MEDIA COUNCIL TO BE ESTABLISHED

An Electronic Media Council will be established after Parliament passed conclusively amendments to the law on radio and television. Within two weeks after the amendments become effective, Parliament and the President of Bulgaria have to choose and appoint the Council members. The Electronic Media Council will replace the National Council on Radio and Television. It will decide on matters such as the issue, revoking, transfer or termination of radio and TV licences. The Council will hold competitions for radio and TV operators with telecommunications licence and will obliterate registrations for radio and TV operators. It will also license radio and TV operators using existing telecoms networks for ground radio broadcast or building new networks. Organizations or individuals intending to start radio or TV programmes using technologies other than ground radio broadcasting, are subject to registration. It will also elect directors general of the National Radio and TV by a simple majority, as the present Council does. Parliament decided that the candidates for the positions of director general of the national electronic media should have at last five years of experience in a radio or TV organization respectively. The effective provisions in the law concerning the mandate and the rotation of the Council members of the parliamentary and the presidential quota remain valid.
