EX DEPUTY PM IS THE NEW HEALTH FUND BOSS

The National Insurance Health Fund Director Dr Boyko Penkov resigned on October 10 He said that he resigned because of political pressure and disagreement with the decision making process in the healthcare sector. Dr Nikola Vassilev was appointed acting Director of the fund after Penkov`s withdrawal. Vassilev was a Deputy Prime Minister in the cabinets of Philip Dimitrov and Reneta Indzhova. The Managing Board of the National Health Insurance Fund /NHIF/ illegally increased its expenditure for wages and staff remuneration with almost BGN 700,000 last year, an audit carried out by the Accounting Office showed. For 2000, the fund overshoot revenue from health insurance contribution by BGN 14 M, expenditure was 49% of the budgeted amount. The fund`s maintenance costs were 2.4% of the expenditure total, or BGN 13.349 M. It emerged that NHIF has entered expenses of BGN 12,000 per computer work place, BGN 60,00 per any other type of work place and USD 335 per square meter for repairs. Not a single financial report has been submitted to the healthcare parliamentary commission, regarding the progress of projects conducted though international funding and World Bank loans.
