Hurricane Isabel plowed into North Carolina's Outer Banks with 100 mph winds and pushed its way up the Eastern Seaboard, weakening to a tropical storm by but not before swamping roads and knocking out power to more than 2.6 million people. Isabel was blamed for at least 15 deaths. Meteorologists expect Isabel to storm across the state of Virginia, pass capital Washington, and then move through Pennsylvania and set off for Canada by Sunday.
