Bulgarians to Complain at Human Rights Court over Padded Bills

Bulgarians from the town of Pleven will lodge a complaint at the European Court for Human Rights in Strasbourg against Bulgarian state because of overcharged bills on steam heating. The news came Friday from Mihail Shishkov, Chair of Pleven's Independent Union of Consumers. So far more than 500 people sent complains about overcharged steam heating bills to the Union, Shishkov added.
