A senior European Union official urged Bulgaria to revamp its state administration and judiciary if it hopes to join the organization by 2007. Eneko Landaburu, a member of the EU`s top executive body, told this Balkan country`s leaders that they must do more to improve a bureaucracy considered inefficient and corrupt. `An autonomous and independent judiciary must be established,` Landaburu said. `Justice must function more efficiently.` Bulgaria has been trying to complete judicial and administrative reforms for the last decade, but EU administrators and the public in general continue to demand better results. Bulgaria has been negotiating to join the EU since March 2000. The government believes it can attain full EU membership in 2007.
