The Turkish Ceylan Holding threatened to start legal proceedings in the Paris Court of Arbitration in case that Bulgaria suspends the construction works of the Gorna Arda hydropower complex in the Rhodopes mountain. There is an escape clause in the joint venture contract signed between the Ceylan Holding and the Bulgarian National Electricity Company that provides for the claim filing. On September 28, a working group on the Gorna Arda project recommended that the Bulgarian National Electricity Company (NEC) has to start negotiations with strategic investors who are willing to construct the Gorna Arda hydro complex in the Rhodope mountains. Turkish Ceylan Holding was the company chosen to carry out the construction works. However, the construction was delayed because of the financial collapse of the company. According to the National Electricity Company, ten Turkish companies showed interest in the project.
