Harlan Ulman, the "defense intellectual", whose book was used to plan the military operation in Baghdad, arrived in Bulgaria on Sunday at the invitation of "George C. Marshal Association".
Ulman was Navy's head of extended planning and taught at the National War College. One of his students is Secretary of State Collin Powel. His book "Shock and Awe- Achieving Rapid Dominance", published 1996, was used by the Pentagon to prepare the military operation in the Iraq War.
Harlan Ulman is an expert in national security, defense, economics, finance and geopolitics. He has participated in more than 150 military operations including Vietnam and the Persian Gulf. The Bush administration used his idea of high tech war, which Ulman calls "shock and awe" or "rapid dominance" in his book. His idea is to scare the enemy to death. To win, without inflicting physical pain- just the fear of pain and the confusion a massive attack creates.
The military strategist participated in a round table negotiations organized by the Institute for Euro Atlantic Security. He met with the Deputy Foreign Minister Petko Draganov and representatives of the Defense Ministry. Delivering a lecture at the Military Academy and the American Information Center was also on the agenda of the visit.
