Bulgaria's Judiciary, Cabinet - Untouchable for Ordinary Parliament

Changes in the judiciary, the Constitutional Court, the Presidency and the Government can be made only by the Grand National Assembly only, the Constitutional Court (CC) decided 9-2 votes April 10.

The current Parliament is not a Grand National Assembly, but an ordinary Parliament.

Judge Roumen Yankov signed the CC decision with dissenting opinion. Judge Penka Tomcheva has a dissenting opinion on some parts of the decision only.

At the beginning of the month the leaders of all parliamentary represented groups signed a declaration on the main principles and resources for reforms in the judicial system April 2.

The consensus on the judicial system reforms include also constitutional amendments, Plamen Panayotov, floor leader of the Simeon II National Movement, then said in Parliament.
