`The Ministry of Labor and Social Policy negotiates with the ministry of finance to cover the shortage of resources for social aids,` Deputy Labour Minister Valeri Apostolov announced, quoted by Pari Daily. According to Apostolov, the new government is not responsible for the shortage of funds because the former Ministry of Finance decreased the amounts for social support. The social aid deficit was BGN16.1 Mat the end of last year. At the end of the first half of this year the shortage was BGN 25 M and it is expected to reach BGN 36 million by the end of the year. `We will establish efficient control on the spending of the funds and will use the possibilities of the Foreign Aid Agency as a last resort only. Part of the interest-free loans extended to the municipalities will cover some of the social aids. A total of 63 municipalities will receive such loans,` the Finance Minister Milen Velchev said.
