Bulgaria: Developments for Effective EU Migration Policy Discussed in Sofia

In the framework of the Bulgarian Presidency of the Council of the EU, the European Migration Network Presidency conference “Crossroads of Migration: Challenges and Success Factors in Managing Migration Flows” was held in Sofia on 31 May and 1 June.

The event brought together representatives of the EU Member States, the European Commission, international organisations, national experts and academia with the aim of identifying common challenges and success factors in managing migration flows, including of irregular migrants and those seeking international protection.

The delegates focused on future developments in the field of the effective management of irregular migration and external border security, as well as on the possibilities of improving asylum procedures. In this context, the participants outlined joint efforts and a coordinated approach as vital elements of sustainable solutions.

Effective migration management is one of the most serious challenges the EU is facing in recent years. Each successful decision and action at European and national level has been supported by a comprehensive analysis of information that is objective, up-to-date, reliable and comparable. This makes EMN’s role so important - the provision of such information is both a challenge and a key in formulating and implementing efficient EU migration policy,

said Mr Milko Berner, Bulgarian Deputy Minister of Interior.

Contributing to the common efforts, the conference provided an opportunity for in-depth discussions on some of the most important aspects of migration policy that are also priorities of the Bulgarian Presidency. The experts reviewed the lessons learnt from the recent migration crisis and the latest best practices for managing migration flows at the EU’s external borders, including the identification of migrants at the border and solutions for smart borders management. A focus was also placed on new trends in the policies and practices of migration management, including issues related to communication and information exchange, tools to address secondary movements and interagency cooperation. 

Background

The European Migration Network (EMN) was established under Council Decision 2008/381/EC. It gathers objective, policy-relevant information and knowledge on emerging issues relating to asylum and migration in Europe. EMN collaborates with the relevant EU agencies, institutions and other networks. National Contact Points (EMN NCPs) are established in all Member States (except Denmark) and Norway. Bulgaria has participated in EMN’s activities from the very beginning; the Migration Directorate of the Ministry of Interior is designated as EMN NCP.
