According to Chief Prosecutor Sotir Tsatsarov, there are serious flaws in the security of the Penitentiary establishments. Therefore, he said, the most dangerous criminals should be concentrated in one prison that is technically secured, with a high level of security.
Sotir Tzatsarov stressed that the state of the security guards system at the moment is such that sooner or later escape such as the one of the inmates Vladimir Pelov and Radoslav Kolev would have happened. According to him, the protest of prison guards over inadequate wages and the insufficient number of staff is justified.
Tsatsarov suggested that the most dangerous inmates should be put in a single prison with strictest security regime. "No objects should be allowed into the prison except for the prime necessities and all prisoners under such regime should serve time in uniforms in identical conditions and," he said.
He said that the system should be changed by those who manage it.
Tsatsarov added that at the moment in Bulgaria no prison meets the European requirements, but one of the places of imprisonment could be reconstructed and take those convicted with most serious criminal offences.
