EU Freezes 1.2 Billion Leva Payment to Bulgaria Due to Reform Delays
Bulgaria's request for the second tranche of funding under the Recovery and Resilience Plan (RRP) has been met with resistance from Brussels.
The EU has reached a deal with Afghanistan to sent back migrants whose protection applications were refused, DW reports.
As a summit in Brussels bringing together officials from 70 countries kicks off on Tuesday, the EU is expected to give the green light to EUR 1 B in yearly aid to Afghanistan by 2020.
The European Commission is also expected to commit an additional EUR 200 M annually to strengthen state structures.
Non-EU countries such as the US, Russia, India and China could also boost the aid allocated on a yearly basis.
An agreement was reached on Monday to speed up the deportation of those citizens who do not qualify for asylum, with the EU bearing the expenses.
Readmission will be allowed by Afghanistan, President Ashraf Ghani has promised.
On its website, the Commission says it reached "an arrangement to tackle migration issues" with Afghanistan.
While a "dialogue at the level of senior officials" is due on Tuesday, the sealed document allows the deportation of an "unlimited number" of asylum seekers from member states to Afghanistan, The Guardian says, citing information from the copy of the deal that has not been made public but that it claims to have seen.
Last week, Bulgarian Prime Minister Boyko Borisov warned Sofia would consider a move to withdraw troops from Afghanistan, arguing the exodus of millions of its citizens was in contradiction to the international mission's effort to strengthen democracy in the war-torn country. He had earlier insisted that the EU and Afghanistan should seal a readmission agreement as a way to curb the inflow of migrants into Europe.
